The Prime Objective of the Diadem project is to create an ICT system supporting collaborative situation assessment and decision making for effective protection of the population and the environment against chemical hazards in industrial areas.
This is achieved by combining:
- Advanced gas detection and monitoring approaches supporting enhanced situation awareness.
- Methods and tools facilitating collaborative situation assessment and decision making involving many emergency management professionals.
- Human machine interfaces supporting efficient exploitation of human cognitive capabilities.
- A service oriented framework bridging the gap between information sources, general public, domain experts and decision makers from multiple, geographically distributed organizations.
In the context of Diadem, the IIP has developed an approach to robust decision-making by combining Multi-Criteria Decision Analysis (MCDA) and Scenario-Based Reasoning (SBR). The resultung decision support system supports one or several decision makers in a complex and uncertain decision situation taking into account multiple objectives. This approach enables accounting for fundamental uncertainties in MCDA by the selection of a decision alternative which performs sufficiently well under a variety of different possible situation developments (i.e., scenarios). Furthermore, the use of MCDA provides a rationale for organizing and filtering the flows of information in the scenario construction phase. Another use of MCDA techniques is the selection and updating of relevant scenarios in a more systematic and efficient way in SBR.
